In the first example, you can mouse over the cog wheel and add the page you’re looking at to an interest list. You can mark a list to be private for your eyes only; or you can mark it public for anyone to subscribe. For instance, here’s one of my followed interest lists about media brands.
You can’t add a page to a list you don’t own; but assuming you control the list, you can add new pages to pre-existing lists of yours or you can create new lists on the fly.
In the second example, the cog wheel is gone and when I mouse over the three dots in the wheel’s place, there is no similar option to add that page to a list.
I am sure there is a reason for this obvious removal but it frustrates me because I maintain many private lists for different purposes and frequently add new pages to lists on the fly. There is a workaround — adding pages to a list by visiting the list and typing in the name of the new addition as shown in the below screenshot — but it’s not a user-friendly option as you are now required to do it from your list and not as you’re surfing pages.
It’s doable but it’s neither convenient nor familiar to Facebook surfers.
