Storey Avenue Tripartite Agreement

You’ve heard rumors about a tripartite agreement involving the rezoning of two residential parcels on Storey Avenue in Newburyport, and here is a copy of that signed document from October 27, 2011…

It’s been mentioned enough times in the local media and by city officials but until now I’d never seen it.

Now you can too.

Tripartite Agreement

I have a couple of questions, including:

1. Considering the Eleanor Woodman Realty Trust sold 26 acres of land to Tropic Star Development for $2.5 million, what happens if the city council does not accept this agreement (by not approving rezoned land)? Will we see a new agreement created?

2. Considering Conservation Commission Chairman Joe Teixeira said the open land is very wet and unbuildable and Open Space Chairwoman Mary Harbaugh said her committee does not have an official position on the city’s potential acquisition of it, how valuable is this land for the city to truly acquire?

3. Considering the agreement makes no mention of traffic changes, despite verbal allegations at the joint planning meeting the other night that Tropic’s engineer will pay for a traffic study, should the agreement be amended to include such?

4. Considering the agreement is specific to a “pharmacy” and “bank” to be built, is this biased in terms of other business uses that could be built?

Hi Ari,
One other point I mentioned at the meeting Wednesday was the cost to seed the now farmed field. If it is not properly planted with a wetland seed mix, we will have two to three acres of non-native invasive species out there in no time. No one will want to walk around an open space parcel with a huge phragmites patch in the middle. From what I can figure, it will be between $2,500 and $3,000 just to purchase the seed mix.
